Investing in Women 

Investing in Women, an initiative of the Australian Government, catalyses inclusive economic growth through women’s economic empowerment in South East Asia. Established in 2016, Investing in Women tackles one of the most critical social and economic issues of our time: gender inequality. Women’s economic empowerment is not only a fundamental aspect of promoting gender equality, but it is vital to enhancing business competitiveness, fueling inclusive economic growth and building equitable societies.

Investing in Women uses innovative approaches to improve women’s economic participation as employees and as entrepreneurs and to influence the enabling environment to promote women’s economic empowerment in the Philippines, Indonesia, Vietnam and Myanmar through Workplace Gender Equality (WGE), Impact Investing for Women’s Small and Medium Enterprises (SMEs);  and Influencing Gender Norms.  In collaboration with corporations and business leaders, impact investors, entrepreneurs and advocates, we are working with those who are driving change for women’s economic equality in our region.

About the Opportunity

Reporting to the Senior Contracts Manager, the Contracts Manager will provide advice and support to the IW CEO, Directors, Program Managers and Operational Staff to ensure program implementation is well coordinated and in-line with Abt and DFAT priorities.  The job holder will support technical procurement and contracting of program partners across multiple countries and jurisdictions in-line with Abt and DFAT policies as well as ensure compliance with the Commonwealth Procurement Rules, the Commonwealth Grant Rules and Guidelines, and Abt procurement policies.

Specifically, the Contracts Manager will:

  1. Contribute to the drafting, development and implementation of program (inclusive of operational) contracts and grant agreements, including contract variations in a time sensitive and risk-controlling manner;
  2. As required, conduct, develop, or review approaches to the market for procurement and grant activities in accordance with Investing in Women and Abt processes and policies;
  3. Contribute to the delivery of efficient and effective procurement and contract management and administrative services for the program team in an electronic and hardcopy environment throughout the entire contract life cycle, including contract closure;
  4. Provide timely contract and grant management and compliance support to technical and operational leads, including monitoring of contractual activities and deliverables, and reviewing of invoices and tranche requests against contractual requirements.
  5. Assist in continuously improving Investing in Women contracts, grants and procurement procedures and documentation.
  6. Proactively identify and manage procurement, contract and grant related risks, raising risks with the Senior Contracts Manager;
  7. Perform efficient organisational and due diligence assessments of grant partners, subcontractors and suppliers to ensure that they have the capability, systems and procedures in place to effectively and efficiently deliver on their contract;
  8. Other tasks as may be determined in line with the job objective.

Contract Duration:  Approximately 9 months up to June 2023, under a local employment project-based contract, with competitive salary and full regular-employee statutory and fringe benefits.

Location of work:  Makati City, Philippines; up to two-day WFH arrangement.

About You

We are seeking an individual who will meet the following key selection criteria (KSC):

  • KSC 1.  At least three years of work experience in contracts administration and management including approaches to market, negotiating, drafting, establishing and managing subcontracts for services and grant agreements. Relevant contracts and procurement experience in the development sector will be an advantage.
  • KSC 2. Strong analytical and research skills, with the ability to produce quality reports and provide clear and to the point advice with an attention to detail within given deadlines.
  • KSC 3.  Experience working within the Australian Commonwealth Procurement Rules or similar policies will be an advantage.
  • KSC 4. Proven track record working within a quality assured management system and implementing policies and procedures within an organisation.
  • KSC 5. Excellent written and verbal communications skills with fluency in English.
